The best wipe with a cooling effect is said to be Cetaphil. These five products were at the top of the consumer list and seem to have been for years.
Mainly because their product quality hasn’t lowered at all. Neutrogena is very gentle all around their eyes and they are which makes it my favorite. And my H2O Proof Liquid Eyeliner by Wet and Wild doesn’t stand a chance against the Neutrogena wipes.
